Permanent residency offers the most stable status in Japan. Once granted, there is no need to renew the status itself (residence card renewed every 7 years), and there are no restrictions on employment activities. The three key requirements are: 'good conduct' (no criminal record, no unpaid taxes), 'financial independence', and 'national interest' (sufficient years in Japan, tax and social insurance compliance). HSP Type 1 holders can qualify in as little as 1 or 3 years.

Eligibility Requirements

  • Continuous residence in Japan for at least 10 years in principle (5+ years on work/residence status)
  • Full compliance with tax and social insurance obligations for the past 5 years, no criminal record
  • Stable income or assets sufficient to maintain an independent livelihood

Required Documents

  • Permanent residence application form and supporting letter (statement of reasons)
  • Certificate of residence (juminhyo) and copy of residence card
  • Tax payment certificates for the past 5 years (income tax and resident tax)
  • Social insurance contribution certificates for the past 2 years and employment certificate

Application Tips

Permanent residence applications typically take 4–6 months to process. If your current visa expires in less than 3 months, first renew your status, then submit the permanent residence application in parallel to avoid being in a time crunch.
