Technical Intern Training Abolished: Ikusei Shuro Law Enacted
On June 21, 2024, Japan enacted a law abolishing TITP, to be replaced by the Employment for Skill Development (育成就労) system in April 2027. Workers gain the right to change employers within the same sector.
On June 21, 2024, Japan enacted landmark legislation abolishing the Technical Intern Training Program (TITP) and replacing it with the Employment for Skill Development (育成就労 / Ikusei Shuro) system, with a scheduled launch of April 2027. TITP was long criticized for prohibiting job changes, effectively trapping workers. The new system allows workers to change employers within the same sector after meeting conditions (specified work period plus passing skills and language tests). Plan certification applications are expected to open from September 1, 2026.
Key Points
- TITP formally abolished; Employment for Skill Development launches April 2027
- New system allows employer changes within the same sector after meeting conditions — a major improvement in worker rights
- Plan certification applications expected to open from September 1, 2026
Recommended Action
Current TITP participants, supervising organizations, and accepting companies should closely follow the 2026–2027 transition timeline and understand the new system requirements early. Those targeting SSW status should also review how Ikusei Shuro connects to SSW Type 1.
