7 Administrative Reforms to SSW Program (April 1, 2025)
From April 1, 2025, all SSW applications require new prescribed formats. New reporting obligations, municipal cooperation letters, and expanded misconduct grounds for revocation were introduced.
From April 1, 2025, seven major administrative changes to the SSW system took effect. All applications must use new prescribed forms; older forms are rejected. Two new mandatory reporting triggers were introduced: when a worker fails to begin employment within 1 month of status grant, or cannot work for over 1 month due to illness/injury. Accepting organizations must now submit Cooperation Confirmation Letters to the municipality where workers reside. Misconduct definitions were expanded: blocking workers from expressing concerns, hindering access to consultations, and falsifying support records now constitute grounds for registration revocation.
Key Points
- New prescribed forms mandatory from April 1, 2025 — older forms are rejected
- New reporting obligations: if worker fails to start within 1 month or cannot work 1+ months, report required
- Blocking worker complaints and falsifying support records now grounds for revocation
Recommended Action
SSW accepting organizations: verify you are using the latest application forms and confirm the Cooperation Confirmation Letter submission process with your industry association.
